This report, commissioned by the Committee on Foreign Affairs of the European Parliament, was prepared jointly with Richard G. Whitman. It examines the different challenges the EU faces in its southern neighbourhood and analyses the Union’s limitations in dealing with them effectively before making some concret recommendations on how to overcome them.
